Basically create a stanadlone part which spins or moves. this part should have some sort of gradient image on it. Adjust gradient in image edting app to adjust the intensity of the flash. If you want to increase the flashing speed add more LAPS to the animation path. You can add and adjust lights as need for more "flash". I hope this little ditty helsp some of you.
