Hi,

 

It looks like default catalog items may not allow to change part properties in [Edit Catalog Item], Because they have some programing data (something like part name in below video).

When you say default catalog, are you talking about the Block and other shapes. The reason is those are stored as features (not parts). So editing the catalog for those shapes and changing the part level setting will not make changes as the data that is stored is feature. When those are dropped, it creates a new part if it is dropped into the scene. If the stored shape in a catalog is a part, then yes editing the catalog item will retain that setting. 

The one way around this is to have a blank part in the catalog that you can set those settings and start with that shape and use the Active Part capability to work with it. Not ideal to work in that method but it can be done. The easiest method is to create a base part, set the setting, store that in a catalog and use it as your starting point.
