It fails because the pipes are the same diameter, if you take just .001 off the Y section it will succeed. (by the way, you Y Cylinder isn't resizing on the center line)
The TriBall should remember it's location (but not it's orientation). If it is consistently reverting back to it's original position I would start by reinstalling IronCAD (don't forget the hotfix2).
Since many of the posts lately suggest registering the API DLLs Cary has asked me to post this Batch file that will slightly automate that process.
NOTE: The batch file will only work if you've installed IronCAD in the default location, otherwise you will need to edit the paths in the .bat file.

v9 cannot open v10 files so the only way to go back is to export your assemblies to ACIS or Parasolid files and import them into v9. The downside to that is you lose feature history and drawings would have to be recreated.
I believe they are doing the same thing (adjusting the field of view angle). But like the other buttons on the Camera Advanced toolbar they provide a finer level of control.
I suppose the "Perspective Wider/Narrower" button could have been labeled "Zoom" to make things more clear.
One thing I find useful after using Zoom to get the field of view right is the Dolly Camera tool, that way I can move the camera without messing up the field of view angle.
2D Shapes don't have an Unlink option so you will have to add the Unlink button to a toolbar (Tools, Customize, "Assembly" Category). Then you can select the 2D Shape and click Unlink.
